Are they mechanical brakes? Have you recently adjusted them.. perhaps they are grabbing.. or if just installed.. perhaps springs ot right.. or the may need a chamfered leading edge.. especially for self energizing brakes..etc.

Do the pedal/linkage/shafts seem to move freely..or is there binding.. If binding.. perhaps return springs can't overcome it.. or springs are broke..etc..

just guesses as I'm not familiar with your model tractor.
