Put a needle valve in the agitator line. I see 2 or 3 psi change in mine with the smallest possible motion of the knob with my gloved hand. A coarser valve won't allow good adjustment.

The pressure regulator line should return to an unrestricted port, maybe even above the liquid level in the tank. If it returns to the agitator line (and you have a venturi to circulate more in the tank) the added pressure will upset the regulation.

I have much better control with that needle valve in the agitator line than from the presure regulator. I have a separate ball valve that I use when mixing the spray brew to get maximum circulation.
