There seems to be a perception by some that PTO is rare on standard tractors. This is quite false when we are talking 40's and 50's tractors. It is in fact rare that a tractor of this vintage would not have a PTO. (I grew up and continue to live in an area where by far the predominant tractor was the standard tread tractor.) In grain country where the standard tractor was king, PTO was required to run swathers, combines, mowers, rock pickers in some areas, ensilage cutters and blowers, grain augers, hammer mills, etc.. In the 60's and 70's as tractors started getting into 100+HP PTO did become a less common option as smaller tractors continued to fill the PTO requirement and the large tractors were used mostly for tillage work.
