Completely normal! Thats why cars have overflo jars piped to the rad. If the rad is completely full,engine hot,shut it off and coolant will continue to heat up enough to open rad cap valve and push about 2 quarts of coolant out overflo on to the ground.You either need an overflo jar or like car manual says "leave 3" of air space in top of rad when filling. (for expansion when hot) When it cools it will syphon the coolant back into the rad. This is also why your tractor rad will not be full when cooled down and take off cap to check level.
