With the throtle lever pulled all the way back and the carb butterfly in the closed position. the rod should be adjusted so that it will slide into position on both ends without binding. The 3 holes in the rod are for RPM adjustment only. The less tension on the spring the lower the engine speed. Speed must not exceed 850 without a load. 800 under load. Look for a bind in the linkage. Make sure the rod comming out of the gov. case moves freely. Check the carb. adjustment. This adjustment is for tractors below 109943------Hope this helps Lewie
