I would think that the billhook cam is not holding the two strands through the loop long enough until the stripper arm wipes the knot off the billhook making a loose knot and then once your bale comes out of the bale chute and expands your knot pulls apart. Increase the billhook cam pressure. Sometimes on those old balers you need to add a shime on the bill hook shaft so that the roller presses against the knotter drive cam harder and applies more pressure. You can also put some washers on the bill hook tension nut to beef up the adjustment spring.
