It doesn't matter HOW much oil the engine uses, or doesn't use, the spark plug is supposed to be sealed to the cylinder head, so NOTHING leaks out there no matter WHAT'S going in inside the combustion chamber! Most likely, the "oil" is condensed combustion products that have "sneaked" past that spark plug gasket a little at a time, and accumulated in the "pocket" in the head around the spark plug. Check to see that the sealing surface where the spark plug seals to the head is in good condition, and that ONE spark plug gasket, in good condition, is installed, and that the spark plug is properly tightened.
