If it is only a gravity trickle of fluid from the wheel cylinder, it is probably the master cylinder. If you get a good bleed flow when the pedal is floored, it is the air in the unbled side causing the problem. Some master cylinders used to "lock out" if the piston was pushed too far in the bore, to prevent further fluid loss if there was a leak. Don"t know whether yours is like that. If it is you may need to back-bleed the cylinder from the rear nipples (after fixing the stuck piston - as it may stick due to moving into a fresh, unpolished part of the bore)
