Sounds like you need to go higher so it can pull down on the tractor.But you can also go too high. The old John Deere pocket ledgers had info in them for setting plows up as do the owners manuals. The info in these should work for most makers of plows.
If you can figure out what brand of plow you have you may just be able to find a manual for it.
You could also have other problems like it being sprung or just not set right makeing it try to plow sideways and this will make them pull real hard.
