Try to see if heater is leaking anywhere. Hoses, heater core. Now that its warm weather, you could disconnect heater hoses and run one hose from outlet of water pump back to inlet so the water recirculates. Did this on a Ford, never tried it on a Toyota. I also am suspicious of statement that bolt is seized and engine must be replaced. More suspicious of mechanics statement that head was not warped after overheating, I've BTDT and never been that lucky.
