Instead of locking the double nut method of one against another try this. Using grade five nuts place two each on one stud and run the first one to the bottom of the stud. The second nut is run down until the first 2 or 3 threads on the studs are exposed. Weld the top on the stud to the top nut being careful that the fillet does not excede the nut size. Back the first nut up until it bottoms with the top nut. Take a small hammer and peck on the weld driving the stud inward while soaking the seized area. Now get a deep socket and place it over both nuts and using an impact wrench attempt to tighten the studs using only moderate amount of torque. Reverse the impact wrench direction and attempt to back out the stud. Continue to use the in and out technique on the impact wrench and the hammering action of the wrench will remove the stud. Be patient and do not twist the stud off by using too much torque. After removing the studs you can grind the top off where the weld is and unthread the nuts over the ground area restoring the threads. The first 2/3 threads on the stud are imperfect threads to begin with and are not intended for use anyway. Post your results.
