i have a couple of thoughts for you to check. try putting the tractor in neutral and see if it will roll. also try and take a peek up in the clutch housing and see if something is jammed up around the flywheel. loosen the clutch bolts and see if it will turn over then. that will eliminate anything in from the clutch back. if you have the oil pan off, fill the radiator and see if any water leaks into the crankcase. also try and pressure test the radiator to see if you can force any water through a crack in the block. the water may have just been rainwater or condensation. you may want to pull the head and pull the pistons to check the rings for rust. good luck
