Has no power........

Have a hesston 310 sp haybine, the engine is a VH4d wisconsin, when i engage the mower head, the engine will run pretty normal, till i engage the forward move belt, (vari drive belt) the engine barely wants to move, the engine has new plugs, wires, points rotor, rings and shell bearings, and the crank was polished, what next should i try, im at about wits end, ended up mowing with my old mower and i would really like to get this hesston going.. thanks
