706 hyrollics

can you tell me if the 1967 IH 706 takes regular hydrolic fluid or does it take touch o matic fluid? it wont move til its been running like about 10 minutes,,, had a simular prob with farmall 200 and the problem was it needed touch o matic fluid instead of regular hydrolic .I just got the tractor and the fella said he put new "hydrolic fluid in her and new filter" fluid is a funny milky color.
