I agree with Landlord1072. Clean it well enough around the mounting area to see if there are any cracks or thin spots. It its a light duty hitch, you might get away with it. If its a class-III or IV, I wouldn't attach one to any frame that showed rust without making absolutely sure of the strength and re-inforcing appropriately.

Be safe, trailers can do all sorts of nasty things if they come loose.
