The best time to seed a pasture is before the spring rains come ( if they come ). As you said this time of year you may have to water to make sure the seeds get enough moisture to grown properly. There is an implement called a york rake that looks like a back blade but has kind of spring teeth that would be good for raking roots and sticks out of the pasture. After you do that, you can put the seed on ( you need to find out the density per square foot to put it down so you can adjust your seeder properly, one thing I heard is spread it over a small area and then walk it, you should see a couple seeds per heel print that you leave ). You can use the york rake again to stir the seeds in a bit or a drag harrow to do the same thing. As far as watering, I don't have any suggestions except wait for fall or spring to seed. If you are getting pretty regular rains you may be all right to try doing it now.
