Metric system is 'newer', developed about the time of the French revolution. There is a great book called "The Measure of All Things" that describes the process of it's development.

I don't know when the English system was 'standardized' but prior to the metric system, every county, maybe every village used it's own system of weights and measures. Made trading pretty tough.

Not to give the story away, but they based the system on the earth assuming the earth is a perfect sphere. Their measurements did not match that assumption and one of the men could not comprehend it was the planet and not his measuring that was wrong.
