OT-Deutz engine

I got an old Iveco truck given to me that has the Deutz F5L912 5 cylinder air cooled diesel in it. Low miles, but parked for the last 15 years. I know they got stuck in some tractors also which is why I am hoping someone will be able to answer a few questions. I got it to run for a bit but with the bad fuel, the filter choked, so I replaced it and now it won't run at all. Figure air in the lines but don't know how to get it out. There was a little red handled pull wire on the top of the engine. I thought it might be a fuel shutoff but it appears that it was pulled out of whatever it was attached to. Any idea what it does? or did? and goes? Any clue to what the red indicator lights are telling me? Battery and oil pressure are easy but the others don't resemble things I am more familiar with. I cannot find an Iveco manual for a 25 year old truck. Thanks
