I work in New Zealand, combines come here roll-on/ roll-off on slave wheels so they get on the decks of ships. As you rightly said the headers come in containers with roll back tops and we hire a mobile crane in to lift them out. The proper wheels and tyres come in another container and we send all the slave wheels back when we have enough to fill a container
