OT Storage roof

I have storage for my tractors with a rusty galvanized roof. The steel is solid but I am told that if I prime and paint the rust will come back in several years. The rust is in spots so I was thinking of using some rust converter on the rusty spots and painting over silver roof coating. Anyone with experence with this problem?
