Hey Old, I would put in another gasket and replace missing parts, See how she runs then.
there could be a number of reasons that those parts aren't there. Was at the auto parts store and a gentleman was upset because he couldn't understand why they would not let him swap him out another carb. because he washed out the one he had just got from them with lemon joy and water.
