O/T: Briggs Stratton OHV valve adjustment

16.5 hp OHV Briggs. Struggles to crank past compression stroke. Already tried different battery and starter. Cables/connections clean and tight. Local repair guy said it has a built-in compression release and sounds to him like valves are out of adjustment, not actuating compression release properly. Does anyone have valve adjustment procedure/specs for this engine?
