Ford 4000 PTO

I've got a ford 4000 with independant PTO that continues to turn after it is disengaged. My question is,how much can I do to the PTO brake without tearing the whole rear end apart? The manual makes it look like you need to split at the transmission/ differential to get at it. I'm not sure how the brake is set up but it looks like spring on, hydaulic off. I can stop the shaft with slight load so I know it is disengaging. Any thoughts would be appreciated.
