If the golf cart is a regen then no, do not tow it. You will burn up the motor. Check to see if it has a switch under the seat that says "Tow/Run". If it there then place it in tow position. Tow it from the rear with the wheels off the ground if you're not sure. What kind of golf cart is it and what year? Post the model and serial numbers. Check on the forum below for exact answers.
