No need to drain cylinders. If you got only 5 gal out of a 22 gal sump- that's likely why the steering didn't work- simply low on oil. Hydraulic system usually has a priority valve that sends the first few gpm to the steering system, rest for hydraulic remotes, 3ph, transmission if hydraulic controlled. Did you check oil level before starting to drain it?
