Cub Cadet 2160 Elect. PTO stalls engine when engag

Hello I'm new to the group. And I'm not mechanically gifted but I try. I have a Cub Cadet 2160 w/16 HP Vanguard, now that when the electric PTO is engaged, it stalls the engine. The PTO pulley dose not spin easily by hand either. (did not try to before i had trouble, so not sure it should) I cut 2+ acres all last summer w/no problem, except near the end of the season when this PTO issue came up. Are there bearings that can be replaced? If the whole assembly needs replaced, where do I start? Any Help would be Greatly Appreciated. Thank you for your time. Bob L north east Ohio
