O.T. Ford 351 winsor engine problems

A friend has a Ford 351 engine that will not crank over with the starter or by hand. The engine was taken apart to replace seals. There was no bottem end work done on the engine. When the engine was put back in the truck it cranked over slow so but we could crank it over by hand. after putting a new starter on the engine would not crank at all and acted like it was locked up. We removed the sparkplugs thinking that the head gasket failed and that the engine had gotten water in the cylinders, but when the sparkplugs were removed the engine still would not crank over either by hand or with the starter. Any suggestions as to what the problem is would be greatly apperciated. The engine is out of a 1976 Ford.
