Most definately does. Can reduce evaporation by using a vented cap, painting the tank white, but best thing is to cover the tank. Years ago I bought two 1000 gallon tanks, for gas and diesel. Built an open front shed, facing north, monoslope roof- but did not seal up the eave at the lower end. Fumes cannot accumulate since normal breezes can blow through. Sun never hits the tanks.
