Starters take a LOT of current. Instead of a battery charger, use a set of jumper cables. If no 6-Volt battery is at hand, you can use a 12-volt. Testing it that way will not hurt the starter. Make the booster cable connections at the battery first, and make the last connection at the starter, to avoid the possibility of a battery explosion from a spark.
