Did check the manual when I was in the shop today- transport valve gets screwed one way for raising/lowering a wheeled implement, the other way for controlling a header, etc where you want full flow of the hydraulic oil. Apparently restricts flow on a wheeled implement to drop it slowly. Bottom line is - it should allow flow whether screwed all the way in or all the way out. Before ripping into the pump- do the simple things- like check for obstruction in the line. Also- if you have no previous hisory on this tractor- check the rate of drop screw on the (left?) side of the tractor- under the fuel tank. Have you checked for adequate hydraulic fluid level? Do the lift arms work properly? Put a load on them and see if they lift- like hook to a tree, etc. Just raising up without a load does not count. How about linkage of control system? Relief valve stuck open, bypassing all oil back to pump?
