Not making excuses for this guy but Id like to disagree on one point you made. A controlled rangeburn I was lighting last week could have really used a breeze. No breeze, no movement. Lots of hard work zig zaging back and forth spreading flame trying to get a decent burn. We light fire breaks along roads against the wind then light with the wind when the breaks are established.
