O/T '97 Dodge turbo question

Looking from the front of the truck, there's a 90 degree elbow in the turbo housing, about 2" below the big inlet tube from the air cleaner. This elbow has a plastic hose on it, and is dangling down next to the frame rail. There's a 5/16 bolt in it with a hose clamp on it. To my simplistic eye, this wouldn't seem follow OEM design. What's this line for? Is it a vent of some sort? Thanks,
Anthony P.S. This is an intercooled model, if that makes any difference on the plumbing characteristics.
