Versatile hydraulics

I have a Versatile 4wd tractor with an optional "proportionator" hooked to one of the hydraulic circuits. Can anyone give me more information on it"s purpose? How it works? Can the flow through it be adjusted? How? Etc.
I"m attempting to run an air seeder with a hydraulic fan. But this circuit, although it seems to be designed for running a hydraulic motor, does not have enough flow to get the RPMs high enough. (The other circuits on the tractor do.)
