Don't know of a really "bad" tractor out there. They all have their place to shine. I've found good value for the money with Massey Ferguson and Allis Chalmers but for a working tractor you need to have service support so you might want to start with what dealers you have available. I steer clear of JD and Ford because both manufacturers are real proud of their parts. Same part costs much less for any other tractor. It's all a matter of preference. The best looking tractor is always any model that comes with a chain to pull your stuck tractor out. You're about right with going for 40 to 50 hp. I have a 37 hp that is just about maxed when cutting tall grass & light brush with a 6' field cutter. For 21 acres, you're going to want at least an 8' cutter and maybe batwings to go 16' wide.
