There would be some variance among dynos. A good gas engine tune including fresh plugs and proper timing and carburetor adjustment would more than make up for 4 hp. For a diesel, pump timing and fuel delivery setup make the same difference.

To decide whether an overhaul is needed, you would want to know more about the tractor and what you plan to do with it. You don't need a fresh tight engine for the occasional parade or show unless the smoke is considerable.

Compression? Measure this for each cylinder - once dry and once with a little oil in each cylinder. If the rings are worn, the pressure will increase with some oil to fill in the gaps.

Oil consumption?

Oil in radiator/water in oil pan?
