I have a 1947 Farmall H and suffer a similar problem. I've found that gunk (water, rust, etc.) in the gas tank is the primary problem. This causes the gas line to clog and/or the float needle to either stick closed or open, thus the symtoms you describe. It's not a simple problem to fix. As of yet I'm still working on mine. The solution will probably be to take the gas tank off, clean it thoroughly and coat the inside with some type of sealer. As of yet, I haven't backed up to doing this yet.
