I used to have an old computer that I kept quite empty of stuff so when I hopped on the net it went quite fast. It was an old 486.
My niece and nephew have computers that are slow as sap in a cold January day and it is because they are so full of stuff.
I would recomend getting an old computer with nothing on it except XP as the operating system.
Fix it up for the net and use it.
You will notice how fast it is when there is nothing on it. Like a sports car. The engine might not be very big but man will she move.
The problem with big computers like the one I got (Sempron 2500 or something like that) with 750K ram and it is a person forgets to maintain them. Mine is real doggy right now just because of neglect.
It depends on what you use the computer for. I read that most people have more computer then what they really need. And those computers are not up to par because of neglect. I read that big companies clean reinstall thier computers every 6 months or 1 year. I was doing that for a while but I have a family of 4 and there is a lot of stuff to save so we have been slow on cleaning it out.

and put it thru there and see what that free site has to say. Some of the sites recomondations I follow, others I dont.
To sum up what I am trying to say is that is I dont think that it is all the truck in the race but the driver of the truck that gives routine cleaning of the hard drive and keeps the truck light from unnessesary stuff from slowing it down.
I like others on here recommend the clean reinstall. It is free if you can do it yourself (I recommend you learn if you dont know how)and it will make it fast again.
I think if you reinstalled windows again and put it against my computer--You would win.
