The easiest/cheapest way to "snap 'er back to life" is to format that "C" drive and reload the machine. Over time, windows based operating systems have a real bad habit of "filling up" with all kinds of pure junk. Beware tho, those Dells are a bearcat to get reloaded.

Updating the video card, RAM and a faster accessing hard drive can also improve a system's speed and are the least costly ways to speed the computer up.

I'm with JimN on the P3s. Although I've got 3 of the old heifers running here in the office as we speak, they are just kind of a doggy-feeling system for the average Joe.

I've souped these guys up and they seem to handle their assigned chores just fine, but they are just nothing to write home about if you were to use 'em for everyday stuff most of us do on a computer.
