Had that happen with a hog waterer with electric heat once. The hogs wouldn't touch it but I never felt a thing if I touched it. Of course I wasn't standing there with bare feet like they were. After a LOT of searching and several days of watering them with a tank, I found a corroded neutral on top of the pole by the barn. Someone had clamped a copper wire directly to an aluminum one up there. We all know what caused the corrosion. Yes, the waterer was properly grounded too. Jim
