It sounds suspiciously like a bad connection at the neutral in your meter base or in your breaker panel. The wire or connectors could be burned or broken, even at the weather head or transformer. Aluminum wire is especially bad for this, especially if you have an underground service. If the neutral doesn't have a good connection the 120 volts on each leg will be unbalanced, with one leg having high voltage and the other low by the same amount. It's awfully hard on appliances, too. Symptoms are some bulbs bright while others are dim and fast or slow running appliances. I hope you find it soon.
