I have had good luck soaking them in a 50/50 solution of muratic acid and water. The acid will eat all of that rust out right down to bare metal over night and then rinse with a baking soda and water solution to neutralize the acid residues. If your not sure about this method, try it on a old rusty bolt. Just be careful on the amount that you buy at your local hardware store, muratic acid is sometimes used in making meth and buying large amounts can raise some serious eyebrows. good luck!
