International 300 Utility

I recently purchased a IH 300 utility. It came with many extras but the power steering is not working nor is the PTO. Any suggestions??? There is a clear fluid leaking under the steering column what that is exactly I'm not sure. How do you check the fluid in those things? Also, I pull on the hand lever for the PTO and I can't get it to engage. Does it need to be in gear in order for it to work or does something need to be adjusted on it? Any suggestions would be helpful. Thanks alot, Jim
