You didn't mention the width of your rows or what you're drilling. Can you slide the wheels of your tractor on the axles so they're positioned in between the rows being planted? In other words, end up with a row on either side of the wheel track? I drill soybeans with a 3 pt mounted Great Plains drill and just plain don't worry about it. My seedbed is usually prepared the same as yours. I follow up with a pulvi-mulcher with the tines up (essentially a culti-packer) to preserve moisture and that tends to drive any exposed seeds into the ground but I've seen lots of soybeans germinate and grow just fine out of slots in the ground that were not closed!
