That square bolt mentioned below should be on the upper side of the pulley body assembly. There is an inner cylindrical core which slides in or out (manually by pushing or pulling) once the lock bolt is backed out. The bolt has a long tapered end on it which seats into place into two corresponding locations on the sliding core. Make sure that the hole into which the bolt threads lines up with the hole in the inner core casting before tightening the bolt down into it's locked position. If it hasn't been moved in a while, you might have to tap the pulley gently in or out with a wooden mallet to loosen it. In is engaged, out is disengaged.
