If the liners are the wet type with o-rings it's usually hard to actually drive them loose. The multiple o-rings will often act as a shock and the liner won't do anything but set there and bounce unless you get really violent with it. It's just one of those things where a hard, steady pull is needed more so than a hammering action. Either way you do it once you get off the o-rings it'll probably fall right out. Short of having an actual puller you can use a threaded rod and plate setup like one of the other posts suggests. If your really good you can torch cut the lower one where it's just a bit smaller than the OD of the liner and do it that way, although getting someone to turn it on a lathe is so much more precise.
