hat field fertilizer question

It has been in the 40s during the days here and no precipitation for a while. I was thinking about getting the fertilizer on my hay field while I could, and try to save a couple bucks. Could I spread the fert. on with the ground being frozen at night with out it running off. I needed 180lb of Phosphorus per acre on about 5 acres. I was going to spread half last fall and the other half this spring, but the weather turned cold and snowy before I could get it applied. Should I spread it all now, or wait and spread half after my 1st cutting? Thanks for any help
