OT - What have you guys heard about NAIS?

It's a new program to identify and track animals. Not much info out there. My Wife's dad is all paranoid about it. He's worried that the Government is going to make him stick a micro chip into his chickens or force him to get rid of them all. Any of you heard much about it?
