For your post I can not determine if the pedal is in the up or down position. I think you are saying that the pedal will not move. If the differential is in the locked mode the tractor would not turn without difficulty. If the pedal will not move your only problem is that the linkage is frozen up from lack of use and from the tractor being parked under the big shed with the sky for a roof. This being the case start soaking the pivoting areas and try forcing the linkage to move a little. Once you get some movement continue to soak the areas and working the linkage. The return spring is quite strong and if you get the linkage to move downward and it binds be careful because as you attempt to free it the pedal can fly upward and knock hell out of you fingers and hand. Been there done that!
