The carb isn't a big deal. The dealer probably just doesn't want to put money out on it unless he's got it sold. Give them the days notice, then go try her out.... See what else is wrong, and then discuss a price to have it fixed. You deal with them fairly often.... presumably you know and trust them....
I'm no IH expert, but I'd expect that thing to fire right up and run strong if it was tuned properly.... and this one sounds like it needs a little tuning..... no biggie. Rod
