I think you would consider this to be a fairly normal problem with tractors that have set for a couple or 3 months with out being started and run a while, especially in pretty cold weather. I also think you would find that if they were started and ran for a little while even once a week, they would start up much better. A carb overhaul kit might help things out also. A bad manifold gasket can also make it really hard for a cold dry engine to suck it"s first mouthfull of gas into those cylinders to light off that first fire.
